Family First Prevention Services Act - An Overview for Assessment Centers 

The Family First Act is the most significant federal child welfare legislation that has been passed in decades, with the potential to have an enormous effect on children, youth, and families and Assessment Centers are going to have a large role in the implementation of Family First. Assessment Centers are the point of contact for many of the youth and families effected by Family First. This training will assist Assessment Centers in developing a better overall understanding of the Family First Act, the implications of Family First on Assessment Center practices and Assessment Center’s role in implementing Family First legislation.

    • Standards for non-family placements
    • Define Qualified Residential Treatment Program (QRTP)
  • Understanding the implications of Family First and the role of Assessment Centers in implementing Family First.

Joyce Agne Jones, LISW-S, is a licensed clinical social worker with a Master of Social Work degree from The Ohio State University and a Bachelor of Arts degree in psychology from Kent State University. She has several years of experience in the field of behavioral health, specifically working with youth and families with involvement in the juvenile justice and child welfare systems. She is a clinical supervisor at Cadence Care Network in Ashtabula, Ohio, where she supervises a Multisystemic Therapy Program (MST), pretrial case management services, and therapeutic respite and parent/youth peer support services program. Prior to becoming a clinical supervisor Joyce worked as an MST therapist and also as a trauma therapist working in partnership with child welfare systems to provide treatment to children who had been sexually and/or physically abused, and children who had been exposed to violence and providing support services to a non-offending caregiver(s). Joyce is married to Anthony Jones and they have 2 children together, AJ and Theo. She is also a military spouse, which comes with relocating and career changes at times, which has aided her in working with a variety of systems across many different geographic locations.
